The 3 phases of our consulting process
The purpose of the first meeting is to gain an understanding of the company’s products and business objectives, its challenges, strengths, and weaknesses, the tools at its disposal, and any other information that will be useful for the subsequent phases.
Our team will develop an action plan based on an analysis of the information gathered and the documentation provided.
At this stage, the necessary technical personnel will be brought on board, selected based on their experience and skills relevant to the company’s specific needs.
The output of this phase will lead to Phase 3.
Depending on the company’s specific circumstances and organizational structure, the final phase may be
- direct preparation of the required product documentation, or
- coaching and professional development program for company executives.
Direct preparation of the required product documentation
Small and medium-sized companies with limited experience in regulatory and product matters entrust the full management of compliance to experts. The specialists at Chemicals Consulting will handle:
PIF (Product Information File): We create and update the technical dossier required by the Cosmetics Regulation (EC) No. 1223/2009.
Formula Testing: We analyze the composition of your products to ensure they meet regulatory requirements, guaranteeing safety and efficacy.
Document Review: We examine labels, technical data sheets, and safety data sheets to ensure they comply with European regulations.
CPNP Notification: We handle the entire registration process on the European portal. Our expertise ensures accurate and timely notification, enabling seamless market launch.
Testing: We assist you in defining the tests necessary for product safety and quality, such as toxicity or stability tests, and guide you in selecting certified laboratories to perform them.
Coaching and professional development program for company executives

1–2 annual in-depth sessions on cosmetics and/or other applicable regulations.
One-year membership in the “C’è Chimica tra noi” community.
A Summary of the Requirements
The Regulation (EC) No. 1223/2009 It is the European standard that sets out the requirements for the manufacture and marketing (including importation) of cosmetics in order to ensure a high level of protection for human health.
This objective is ensured by the ingredients used in a cosmetic formulation, by the product safety assessment conducted by a qualified person that takes into account factors such as the product formulation, the physicochemical and microbiological properties of the raw materials and the finished product, the manufacturing method, data on the product’s safety assessment, evidence of the claimed effects, and existing data regarding adverse effects on human health caused by the cosmetic product following its use.
This information is included in the document known as the Product Information File (PIF).
Before being placed on the market, the product must be labeled and packaged in accordance with specific requirements set forth in the Cosmetics Regulation, and its formulation must be notified to the European CPNP portal.
